'Argo,' Lawrence win on slow Oscar night

By Gael Fashingbauer Cooper, TODAY

Ben Affleck's revenge? Maybe. Despite the "Argo" director's much-talked-about snub on the best director nomination list, his film took home the best picture Oscar Sunday night, the final award of an evening that seemed even more ploddingly paced than usual.

Affleck seemed genuinely thrilled and touched as he speed-shouted out his thanks, including expressing gratitude to Canada, a near-necessity after that country's ambassador said he felt his nation's contributions to the 1980 rescue depicted in the film were underplayed.

The Ben Affleck-directed film "Argo," Jennifer Lawrence and Daniel Day-Lewis were major winners at Sunday night's Oscars.

"I was here 15 years ago and I had no idea what I was doing," Affleck said, referring to his 1997 original screenplay Oscar win for "Good Will Hunting." "I never thought I'd be back here."

In a surprise twist, the win for "Argo" was read not by presenter Jack Nicholson, but by first lady Michelle Obama, via a live satellite presentation from the White House.

Obama praised the importance of the arts in the lives of young people, saying "every day, through engagement in the arts, our children learn to open their imaginations, to dream just a little bigger and to strive every day to reach those dreams."

"Argo" beat out eight other best-picture contenders, including Steven Spielberg's "Lincoln," which was expected by many to dominate the night. But helped in part by publicity from the Affleck snub, "Argo" came on strong and by Oscar night, was considered by many to be a best-picture favorite.

"Lincoln" didn't follow through on its early best picture hopes, but for months, star Daniel Day-Lewis had been the overwhelming favorite. He didn't disappoint -- he took home his third best actor Oscar, making him the first actor to claim three wins in that category. He was quick to joke with presenter Meryl Streep, saying, "before we agreed to a straight swap, I had been commissioned to play Margaret Thatcher." Streep won an Oscar for playing Thatcher in "The Iron Lady" in 2011.

Jennifer Lawrence surprised many by claiming the best actress honor for her role in "Silver Linings Playbook," then surprised them again by tripping as she walked up to accept the award. She put her hands down on the stairs leading to the stage, steadied herself, and continued on to the microphone.

Director Ben Affleck says he was confident that "Argo" would win the best picture Oscar, once he had the award in his hand. Clip Courtesy A.M.P.A.S.? 2013.

"You guys are just standing up because you feel bad that I fell," Lawrence said, looking out at the standing ovation that greeted her.

Christoph Waltz won the night's first statuette, for "Django Unchained," 15 minutes into the show, kicking off a long slog of musical numbers and minor awards until Anne Hathaway's ?best supporting actress award an hour and a half later.

In his speech, Waltz gave special thanks to Quentin Tarantino, the film's director, saying "you climbed the mountain ... because you were not afraid."

Hathaway won as expected for her role as the desperate prostitute Fantine in the big-screen version of "Les Miserables," a part her own mother once played on a national tour.

"It came true," Hathaway said while holding her trophy. She closed her speech with the hope that in the future, "the misfortunes of Fantine will be found only in stories and never again in real life."

Anne Hathaway accepts the award for best supporting actress for her role in "Les Miserables.

The best director category became controversial back when the nominees were announced, with Affleck and "Zero Dark Thirty" director Kathryn Bigelow left off the list. Many awards-watchers felt Steven Spielberg would claim the honor for "Lincoln," but it was Taiwanese director Ang Lee who won the Oscar for his work on "Life of Pi."

"Family Guy" host Seth MacFarlane began the show with a lengthy song, dance and humor segment that included an appearance by William Shatner, appearing as "Star Trek's" Captain Kirk, and chastising MacFarlane for a supposed poor performance that Kirk came back from the future to correct.

MacFarlane's humor is often risque, and a few lines from his opening segment and throughout the show earned gasps from the audience. He joked that "Django Unchained's" near-constant use of the n-word was because the film was "loosely based on Mel Gibson's voicemails."

Later in the show, MacFarlane complimented Daniel Day-Lewis' performance in "Lincoln," and said that "the actor who really got inside Lincoln's head was John Wilkes Booth." The reference to Lincoln's assassin didn't go over well, leaving MacFarlane to crack, "Really? 150 years and it's still too soon?"

The show's theme was?music in film, which was spotlighted in numerous segments.

The always-popular "In Memoriam" montage showing photos of those in the industry who died in the past year ended with an image of Marvin Hamlisch. As his image scrolled away, Barbra Streisand strolled on stage to sing Hamlisch's "The Way We Were," which won the best original song Oscar in 1973.

A montage of dramatic scenes from James Bond films was shown to celebrate that film franchise's 50th anniversary, with Bond girl Halle Berry introducing the footage. Singer Shirley Bassey, who sang three of the Bond theme songs, sang "Goldfinger" as part of the tribute.

It was a timely nod, because later in the show, singer Adele and co-writer Paul Epworth won the Oscar for best original song for "Skyfall," the theme to the latest Bond film.

A tribute to movie musicals featured Catherine Zeta-Jones singing "All That Jazz" from "Chicago," and Jennifer Hudson bringing down the house with "And I Am Telling You I'm Not Going" from "Dreamgirls." Hugh Jackman, Anne Hathaway, Eddie Redmayne, Amanda Seyfried, Samantha Barks, Russell Crowe and other cast members from "Les Miserables" capped off the performances with a medley from their musical.

Both screenplay awards went to best picture nominees. Quentin Tarantino won the original screenplay award for "Django Unchained," the slavery drama that had already won Waltz his supporting-actor honor. Praising the strong work of current screenwriters, including his competition, Tarantino announced, "This will be the writer's year!"

"Argo," adapted from an article in Wired magazine,?won the award for best adapted screenplay, with writer Chris Terrio dedicating the honor to CIA employee Tony Mendez, who was instrumental in the 1980 rescue of American embassy employees from Iran that forms the center of the film.

"33 years ago, Tony, using nothing but his creativity and his intelligence ... got six people out of a bad situation," Terrio said.

ABC

The best sound editing award ended in an Oscar rarity ? a tie. Presenter Mark Wahlberg announced the Academy had come to a split decision, and gave the award to both "Zero Dark Thirty" and "Skyfall."

"Life of Pi" won the most Oscars of the night. In addition to Lee's best director honor, the film claimed awards for cinematography, original score and visual effects. The winners of the visual effects award were cut off by the ominous theme from "Jaws" as their speech ran over ? a musical choice that was revisited later when?"Searching for Sugar Man," a documentary about little-known American singer Rodriguez and his unexpected popularity in South Africa, won the Oscar for best documentary feature and the film's director began to ramble.

"Brave," the story of a Scottish princess who battled to establish an adult relationship with her mother the queen, won the Oscar for best animated feature. "Paperman" won the award for best animated short.

"Anna Karenina" won for best costume direction, and "Les Miserables" for makeup and hair.

"Curfew" won the award for live-action short film, and "Inocente" for documentary short subject.

"Les Miserables" won the Oscar for best sound mixing.

"Lincoln" won for production design.

Austria's "Amour," which was also nominated for best picture, won the award for best foreign-language film. The film, set in France, stars French actress Emmanuelle Riva, who turned 86 on Oscar night and was a best actress nominee.

6 leaking tanks are Hanford nuke site's latest woe

YAKIMA, Wash. (AP) ? Federal and state officials say six underground tanks holding toxic and radioactive wastes are leaking at the country's most contaminated nuclear site in south-central Washington, raising concerns about delays for emptying the aging tanks.

The leaking materials at Hanford Nuclear Reservation pose no immediate risk to public safety or the environment because it would take perhaps years for the chemicals to reach groundwater, Washington Gov. Jay Inslee said Friday.

But the news has renewed discussion over delays for emptying the tanks, which were installed decades ago and are long past their intended 20-year life span.

"None of these tanks would be acceptable for use today. They are all beyond their design life. None of them should be in service," said Tom Carpenter of Hanford Challenge, a Hanford watchdog group. "And yet, they're holding two-thirds of the nation's high-level nuclear waste."

Just last week, state officials announced that one of Hanford's 177 tanks was leaking 150 to 300 gallons a year, posing a risk to groundwater and rivers. So far, nearby monitoring wells haven't detected higher radioactivity levels.

Inslee then traveled to Washington, D.C., to discuss the problem with federal officials, learning in meetings Friday that six tanks are leaking.

The declining waste levels in the six tanks were missed because only a narrow band of measurements was evaluated, rather than a wider band that would have shown the levels changing over time, Inslee said.

"It's like if you're trying to determine if climate change is happening, only looking at the data for today," he said. "Perhaps human error, the protocol did not call for it. But that's not the most important thing at the moment. The important thing now is to find and address the leakers."

Department of Energy spokeswoman Lindsey Geisler said there was no immediate health risk and that federal officials would work with Washington state to address the matter.

Regardless, Sen. Ron Wyden, the new chairman of the Senate Energy and Natural Resources Committee, will ask the Government Accountability Office to investigate Hanford's tank monitoring and maintenance program, said his spokesman, Tom Towslee.

The federal government built the Hanford facility at the height of World War II as part of the Manhattan Project to build the atomic bomb. The remote site produced plutonium for the bomb dropped on Nagasaki, Japan, and continued supporting the nation's nuclear weapons arsenal for years.

Today, it is the most contaminated nuclear site in the country, still surrounded by sagebrush but with Washington's Tri-Cities of Richland, Kennewick and Pasco several miles downriver.

Several years ago, workers at Hanford completed two of three projects deemed urgent risks to the public and the environment, removing all weapons-grade plutonium from the site and emptying leaky pools that held spent nuclear fuel just 400 yards from the river.

But successes at the site often are overshadowed by delays, budget overruns and technological challenges. Nowhere have those challenges been more apparent than in Hanford's central plateau, home to the site's third most urgent project: emptying the tanks.

Hanford's tanks hold some 53 million gallons of highly radioactive waste ? enough to fill dozens of Olympic-size swimming pools ? and many of those tanks are known to have leaked in the past. An estimated 1 million gallons of radioactive liquid has already leaked there.

The cornerstone of emptying the tanks is a treatment plant that will convert the waste into glasslike logs for safe, secure storage. The plant, last estimated to cost more than $12.3 billion, is billions of dollars over budget and behind schedule. It isn't expected to being operating until at least 2019.

Washington state is imposing a "zero-tolerance" policy on radioactive waste leaking into the soil, Inslee said. So given those delays and the apparent deterioration of some of the tanks, the federal government will have to show that there is adequate storage for the waste in the meantime, he said.

"We are not convinced of this," he said. "There will be a robust exchange of information in the coming weeks to get to the bottom of this."

Inslee and Oregon Gov. John Kitzhaber, both Democrats, have championed building additional tanks to ensure safe storage of the waste until the plant is completed.

Wyden, D-Ore., toured the site earlier this week. He said he shares the governors' concerns about the integrity of the tanks but he wants more scientific information to determine it's the correct way to spend scarce money.

Wyden noted the nation's most contaminated nuclear site ? and the challenges associated with ridding it of its toxic legacy ? will be a subject of upcoming hearings and a higher priority in Washington, D.C.

The federal government already spends $2 billion each year on Hanford cleanup ? one-third of its entire budget for nuclear cleanup nationally. The Energy Department has said it expects funding levels to remain the same for the foreseeable future, but a new Energy Department report released this week calls for annual budgets of as much as $3.5 billion during some years of the cleanup effort.

There are legal, moral and ethical considerations to cleaning up the Hanford site at the national level, Inslee said, adding that he will continue to insist that the Energy Department completely clean up the site.

dual network isue windows 7 pro

You can't have two networks with the same subnets. Which one should be the default gateway?

It IS possible, but for what you are trying to do, I'd suggest this:

Change one network, doesn't matter which, to be 192.168.1.0/24, this gives you IP addresses 192.168.1.1 to 192.168.1.254 usable, netmask is 255.255.255.0

Set the nameservers to be your ISP (these can be the same for both networks).

Set one router to be the network 192.168.1.1, with the router address being 192.168.1.1 Routers are typically the first address in a subnet, doesn't have to be that way, but it's easier to remember.

Set the IP address on your windows NIC connected to the 192.168.1.x network to be 192.168.1.100, with the default gateway as 192.168.1.1

You should now have two networks, one in the free class A area of 10.0.0.0/8, and one in the free class C network of 192.168.1.0/24 (These are not routeable on the internet).

If both routers are connected to the internet, enable network address translation on both routers, so more than one device behind the router can access the net. If there isn't an internet connection for the second network, no need to enable NAT.

In windows, a "Default Route" needs to be used, this is the routing entry for 0.0.0.0, it should point to the router address with the fastest internet connection.

Hope this helps, post if you have issues. It helps to have a notebook to configure the second router while changing settings in Windows, otherwise you end up at a state in the middle where you don't have connectivity if you don't do it in a precise order.

ADCELLPACK project advances the use of cellulose-based materials in food packaging By developing cellulose packaging material to be used in atmosphere packaging techniques, the European ADCELLPACK consortium is aiming to create an alternative to the use of oil-based packaging materials in food packaging, especially for cheese. The need for the development work arises from the increasing amounts of non-renewable oil-based packaging waste.

Centros Comerciales Carrefour, Distribuciones Juan Luna, Papelera de Brandia, Elastopoli Oy, Skymark and VTT Technical Research Centre of Finland, with ITENE as coordinator, will develop a new renewable solution that will maintain the freshness of a product and assure its food contact safety.

Life-style changes and the need for product differentiation have put pressure on the quality and sales appeal of food packaging. This has increased the amount of packaging material. At the moment, most food packaging material is of non-renewable, oil-based origin. According to EUROSTAT, domestic plastic packaging waste in Europe amounts to more than 15 million tonnes, of which 40% is disposed of and not recovered or recycled.

In order to increase the amount of bio-based food packaging materials, the European ADCELLPACK consortium is developing a thermoplastic wood-fibre-based packaging material for trays used primarily in packages of sliced cheese.

The new material will be designed to suit Modified Atmosphere Packaging (MAP). The MAP technique is widely used for the preservation of fresh foods because it offers the product an increased shelf life. In this packaging technique, atmospheric air inside the package is replaced with the desired gas mixture. Common MAP packaging structures are based on non-renewable multilayer materials which are difficult to recycle.

The use of bio-based materials is a promising alternative in the packaging industry for reducing the environmental impact and the use of non-renewable resources. Materials based on cellulose can be an outstanding alternative to substitute materials currently used in MAP.

A fully sustainable solution will be developed that will maintain the freshness of the product and assure its food contact safety. The solution will provide actual or improved shelf life through the use of cellulosic materials and biodegradable polymers, with simplified production. There will be broad opportunity for use of the solution in several food products nowadays packaged using MAP.

ADCELLPACK is a two-year project that started at the beginning of November 2012. The budget is 1.4 million euros, and the project is financed by the EU (FP7-SME-2012 Research for the benefit of specific groups).

The consortium is based on a group of four SMEs Distribuciones Juan Luna, S.L.U. (Spain), Papelera de Brandia, S.A. (Spain), Elastopoli Oy (Finland), and Skymark Packaging International Limited (UK); one large enterprise Centros Comerciales Carrefour (Spain); and two relevant research centres VTT Technical Research Centre of Finland and ITENE Packaging, Transport and Logistics Research Center (Spain), the latter as coordinator of this initiative. All have expertise in paper production, bioplastics processing, conversion of packaging materials, and cheese production.

7 Easy Ways To Slash Your Auto Insurance Costs - Red Frog

Here?s 7 simple ways to obtain the perfect car insurance package.

* Multiple Quotes

Get multiple prices - use the web and call a few brokers. It?s simple to get some good assessment quotes.

Make sure to get several types of rates e.g one from a insurance company; another from a traditional broker who keeps a couple of from the net and a of quotes;.

Cheapest might not mean most readily useful. Will they pay out if you claim?? How financially protected?? How dependable?? Check around with family and friends, and try to find online reviews.

* Different type of car

Insurance costs vary according to car type. Obviously, that $100k activities type costs more to ensure than your normal runabout. Before you buy if you are planning to buy a brand new car, check always insurance prices. On a lovely, powerful, highly updated Pontiac I once set my heart.

Fortunately I examined the auto insurance before it was bought by me, because I could not get insurance. I was turned by every broker, every insurance company flat down since I lived in a high car-crime area. And so I had to your investment car of my desires until I moved up-town.

* Age and Value of Car

Perhaps you are purchasing a used car?? Maybe your car or truck now values much lower?, and saw better times a few years ago? So just why buy high-priced auto insurance?? Specifically, do you still need fully comprehensive insurance??

An excellent principle multiplies insurance premium by 10, and compares that number along with your car value. Therefore if you?re offered $1000 premium and your vehicle will probably be worth less than $10,000 you might want to believe if good value is represented by comprehensive. Big savings should be got by you, if you fall crash and/or extensive protection.

* Higher deductibles (excessive fees)

Most car insurance companies use policy cost to be kept by deductibles down. Deductibles, or excess charges, show everything you pay before your auto insurance policy kicks in. Try seeking quotes with different quantities of deductibles, and observe how your quotes range.

Many internet offer types contain a box where you can identify chosen degree of deductibles. Ask your agent his recommended level. For instance, heading from $250 to $500 deductible can reduce your insurance costs by 20% or even more. Visit $1000 and you save your self a lot of money. But you must pay the deductible if you need to claim!!

* Multiple Insurances

I assume this might come beneath the ?Get Multiple Quotes? heading, nonetheless it continues to be worth mentioning separately. You generally get an insurance break if you get numerous procedures with exactly the same insurer.

This may mean numerous vehicles, or homeowner and auto insurance. In either case it is worth asking about multi-policy discounts.

* Low Mileage

More and more people home based. No further commuting. Fewer business trips. Low distance on your car. Perhaps you do happen to be work, but car pool??

In any event, try to find low mileage savings.

* Good Operating History

A good driving record always lowers your automobile insurance costs. Hold a clear drivers license. Do not speed, do not generate dangerously, and you?ll save money (aside from other benefits!)

* Bonus Tip

Ok, I explained ?7 Ways??, but here is some extra tips. Fit anti-theft products to your car or truck. Continue an enhanced driver training program. Use daytime running lights. If you should be a scholar abroad, consider increasing parents plan.

This short article covers what exactly you have to consider when shopping for car insurance. Follow these recommendations and you?ll cut your auto insurance costs. address

Why Snacking at Night Is Bad For You

Eating that bowl of Cocoa Puffs at night may be much worse than having it in the morning. The body tends to turn more of that food into fat at night, while turning it into fuel during the day, new research suggests.

The study, published yesterday (Feb. 21) in the journal Current Biology, found that mice's ability to regulate their blood sugar varied throughout the day. In addition, disrupting their circadian clock, which signals sleep and wakefulness among other things to the body, caused them to put on more fat.

The findings could explain why night-shift workers are more prone to diabetes and obesity.

"Disrupting your biological clock leads to a disruption of metabolism such that there's more of a tendency to put on fat," even with the same amount of caloric intake or diet, said study co-author Carl Johnson, a chronobiologist at Vanderbilt University. "It's not only what you eat but when you eat it that's important."

Night creatures

Several studies in the past have shown that shift workers gain more weight and are likelier to develop diabetes. Past work also showed that mice (which are nocturnal) put on more fat if they can only eat during the day, even at the same caloric intake. Researchers suspected the circadian clock played a role, though exactly how was a mystery.

To find out, Johnson and his colleagues tested how well mice's bodies processed food across the 24-hour cycle. During daylight hours, when mice wouldn't normally eat, they were less reponsive to insulin, a hormone that tells the body's tissues to take sugar from the blood so it can be used as energy. (The excess sugar not used as energy gets turned into fat.)?

In addition, when they disrupted the mice's circadian clocks by keeping them in dim red light all day, the mice developed signs of?insulin resistance, meaning the tissues didn't respond to insulin's signal to take up sugar, and they put on more fat. Insulin resistance has also been tied to diabetes and heart disease in humans.

Eat early

The findings hint that snacking late into the night may be worse for people than eating earlier in the day, Johnson said.

The study is impressive, Satchidananda Panda, a biologist at the Salk Institute in La Jolla, Calif., who was not involved in the study, wrote in an email.

"This paper for the first time conclusively shows there is a circadian rhythm in insulin sensitivity in animals and potentially in humans as well," he wrote.

Because older studies have shown that humans have daily rhythms in their blood glucose, even with constant sugar infusion, researchers already suspected that insulin sensitivity waxed and waned throughout the day, he said.

NFL exec: HGH testing resolution needed

INDIANAPOLIS (AP) ? NFL senior vice president Adolpho Birch says the league and players association need to reach agreement soon on HGH testing.

The NFL and the union agreed in principle to HGH testing when a new 10-year labor agreement was reached in August 2011. But protocols must be approved by both sides and the players have questioned the science in the testing procedures, stalling implementation.

Speaking at the scouting combine Thursday, Birch says the NFL has full confidence in the test and "should have been a year into this by now." He calls the delays "a disservice to all of us."

On Tuesday, the union said in a conference call it favors HGH testing, but only with a strong appeal process. Otherwise, NFLPA spokesman George Atallah said, "it's just a nonstarter."

New reactor in Iran could be second way of making bomb

VIENNA (Reuters) - Iran appears to be advancing in its construction of a research reactor Western experts say could offer the Islamic state a second way of producing material for a nuclear bomb, if it decided to embark on such a course, a U.N. report showed.

Iran has almost completed installation of cooling and moderator circuit piping in the heavy water plant near the town of Arak, the International Atomic Energy Agency (IAEA) said in a confidential report issued to member states late on Thursday.

Nuclear analysts say this type of reactor could yield plutonium for nuclear arms if the spent fuel is reprocessed, something Iran has said it has no intention of doing. Iran has said it "does not have reprocessing activities", the IAEA said.

In its previous report on Iran, in November, the Vienna-based U.N. agency said installation work at Arak was continuing, without giving any indication of how far advanced it was.

Iran rejects Western allegations it seeks to develop a capability to assemble nuclear weapons, saying its atomic program is entirely peaceful and that the Arak reactor will produce isotopes for medical and agricultural use.

Iran says it plans to begin operating the facility in the first quarter of 2014, the IAEA said. Tehran last year postponed the planned start-up from the third quarter of 2013, a target that Western experts said always had seemed unrealistic.

The Arms Control Association, a Washington-based research and advocacy group, said late last year that it was questionable whether Iran would be able to meet the new target date as well, in view of "significant delays and impeded access to necessary materials" because of international sanctions imposed on Iran.

Western worries about Iran are focused largely on uranium enrichment plants at Natanz and Fordow, as such material refined to a high level can provide the fissile core of an atomic bomb. But experts say Arak may also be a proliferation issue.

The Arak facility is a "growing source of concern", said Mark Fitzpatrick, director of the non-proliferation and disarmament program of the International Institute for Strategic Studies (IISS), a London-based think-tank.

Israel, believed to be the Middle East's only nuclear-armed state, sees Iran's nuclear program as a serious danger and has threatened to attack its atomic sites if diplomacy and sanctions fail to resolve the decade-old dispute.

If it does, the nuclear sites at Natanz, Fordow and Arak in central Iran are likely to be targets. Fitzpatrick said it could be Arak that triggers a conflict because attacking it after it is launched could cause an environmental disaster.

TESTING FUEL FOR ARAK REACTOR

Thursday's quarterly IAEA report showed Iran expanding its uranium enrichment program in defiance of tightening Western sanctions, installing advanced centrifuge machines at its main enrichment plant near the town of Natanz.

The report, issued just a few days before six world powers and Iran are due to resume negotiations after an eight-month hiatus, underlined the tough task facing the West in seeking to pressure Tehran to curb its nuclear activities.

Cliff Kupchan, Middle East director at the Eurasia consultancy, said Iran had adopted a defiant policy of pressing ahead with its nuclear program, despite harsh sanctions.

"As a result, Israel and the U.S. Congress will press a receptive U.S. administration to move forward with new and even harsher sanctions," he said in a research note.

Enriched uranium can fuel nuclear power plants, Iran's stated aim, but also provide the explosive core of a nuclear weapon if refined much further. Making plutonium from spent fuel is a second way of obtaining potential bomb material.

The Institute for Science and International Security (ISIS), a U.S. think-tank, noted that Iran planned to use a medical research reactor in Tehran, known as TRR, to test fuel for Arak.

"The TRR is now more than a medical isotope production reactor, Iran's stated use for the reactor, and is necessary for the operation" of Arak, it said in a report.

If operated optimally, the heavy-water plant could produce about nine kilograms (20 pounds) of plutonium a year, or enough for about two nuclear bombs annually, ISIS has said previously.

"Before it could use any of the plutonium in a nuclear weapon, however, it would first have to separate the plutonium from the irradiated fuel," it added on its website.

Iran has repeatedly declared it has no plans to reprocess the spent fuel. But, "similarly sized reactors ostensibly built for research" have been used by India, Israel, North Korea and Pakistan to make plutonium for weapons, Fitzpatrick said.

FCC Sets Controversial New Rules on Cell Signal Boosters | Mobile ...

FCC Sets Controversial New Rules on Cell Signal Boosters 270x300 FCC Sets Controversial New Rules on Cell Signal BoostersOn Thursday, the Federal Communications Commission confirmed the establishment of new regulations for cell phone signal boosters.

Per the new rules, signal boosters or their plans can only be obtained with the advanced knowledge and permission of the involved carrier. If permission is granted, the signal booster must be registered with the carrier.

The FCC says registration is important to make certain that the booster meets proper specifications.

The FCC recently adopted new rules to improve signal booster design so these devices won?t cause interference to wireless networks.

Not surprisingly, some are viewing the new rules as a gross intrusion of consumer freedoms through the addition of new rules dictating when and how cell phone signal boosters can be procured.

So if you?re thinking about buying a signal booster, what should you do.

?Before purchasing a new booster,? the FCC says, ?you should (1) make sure you have your wireless provider?s permission to use the booster, and (2) buy a booster that displays the label to the right (this means it meets the new FCC rules.) The four largest providers, Verizon Wireless, T-Mobile, Sprint, and AT&T have already agreed to give consumers permission to use boosters displaying the label below. Once you have your provider?s permission, you must register your booster with your wireless provider before turning it on. There is no fee to register your booster.?

Do you agree with the new rules regarding cell phone signal boosters?

New Process Takes Energy From Coal Without Burning It

Sounds nice, except for the 'combusted in a sealed chamber' bit. How is this going to scale up so they can feed 100 tons/hr through the plant cycle? That is the question.

The key to the technology is the use of tiny metal beads to carry oxygen to the fuel to spur the chemical reaction. For CDCL, the fuel is coal that?s been ground into a powder, and the metal beads are made of iron oxide composites. The coal particles are about 100 micrometers across?about the diameter of a human hair?and the iron beads are larger, about 1.5-2 millimeters across. Chung likened the two different sizes to talcum powder and ice cream sprinkles, though the mix is not nearly so colorful.

The coal and iron oxide are heated to high temperatures, where the materials react with each other. Carbon from the coal binds with the oxygen from the iron oxide and creates carbon dioxide, which rises into a chamber where it is captured.

They ran this for 9 days straight. They only stopped because they were tired. Scaling it up probably is not that much of a problem.
The bigger problem might be obtaining both the fuel and the oxidizers in quantity economically.

Coal powered that finely would be rather dangerous, because it has so much surface area. Exposure to air, any spark could set it
off. Handling it would require special care never to let it flow around or accumulate around the crushers. They might have to
make it in a slurry just for safety, then waste more heat drying it before use.

TFA shows them handling bottles of it, and even then they are wearing masks.

Cal coach says no excuse for shoving player

BERKELEY, Calif. (AP) ? California coach Mike Montgomery said Tuesday there was no excuse for him shoving his star player during a game and that the action was completely out of character for him.

"The fact was, I was wrong," Montgomery said on a Pac-12 conference call Tuesday. "Looking back, you can't do that."

Montgomery has been publicly reprimanded by the Pac-12 conference and his own athletic director for pushing Allen Crabbe with both hands during a timeout in the second half of Cal's 76-68 win over Southern California on Sunday night.

After initially downplaying the event by calling it a motivational tactic and saying he would do it again because it worked, Montgomery issued an apology statement later that night and then expanded on that Tuesday.

"There's no excuse," he said. "I've been doing this 31 years. There's no excuse. I know better. It's totally out of character for me. I think things have changed in terms of how you can deal with kids. There's a heightened sensitivity to these kind of things but that doesn't change it. But there's nothing that makes it right. I was wrong. You have to just acknowledge that and push forward."

Montgomery said he called Crabbe's father to tell him he was out of line and that he will address the issue with his team at practice later Tuesday. Montgomery said this incident can be a learning experience for him and his players about the scrutiny they are under and the importance of controlling emotions.

Montgomery said his talk with Crabbe's father was all positive and that his relationship with his star player is good. Crabbe said after the game that emotions were high at the time and Montgomery was just trying to motivate him. Crabbe, the leading scorer in the Pac-12 with an average of 19.8 points, scored 14 points after the shove and led the Bears back from a 15-point deficit to win.

"To try to mitigate or find an excuse or a reason why something like that might happen, doesn't work right now," Montgomery said.

Lost in the hubbub from the controversy of the shove Sunday night is the fact that Cal has been playing its best basketball of late. The Bears have won five of the past six games to get into contention for an at-large bid to the NCAA tournament and to move into a tie for fourth in the conference with Arizona State.

Cal has quality wins over Oregon and Arizona when both teams were ranked in the top 10 and gets another shot at the Ducks on Thursday night when the Bears begin their weekend trip to Oregon.

Y Combinator-Backed Zenefits Gives Small Businesses A One-Stop ...

For startups and small businesses, providing and managing employee insurance and benefits can be a huge headache. In the early stages of business development, this responsibility generally falls into the hands of founders, who have to contact insurance brokers and manage the whole enrollment process themselves. It?s tedious and distracting, yes, but it?s also a critical part of running a business ? and ensuring that your employees are happy, healthy and productive.

After experiencing this painful process twice (as a co-founder of Wikinvest and, again, at SigFig), Parker Conrad decided founders had been subjected to enough pain and set out to build a solution ? ?the product I wish had been available the first two times around,? he says. After recruiting Laks Srini, who had been a fellow software engineer SigFig, the two co-founded Zenefits to help startups and small businesses find insurance quotes and manage employee benefits in one place.

A member of Y Combinator?s Winter 2013 class, Zenefits is officially launching today with a platform that aims to help SMBs more quickly and painlessly set up health insurance and ancillary benefits for their employees, whether it be medical, dental, vision or their 401(k) plans. The process often takes weeks, requiring co-founders or unlucky staffers to contact brokers for quotes and manage the tedious enrollment process themselves, which usually involves dozens of trips to a fax machine (a what?!) and sorting through stacks of paper forms for each employee.

Instead of having to print PDFs, fill them out, sign them and fax them back each time that something changes within an individual employee?s plan, Zenefits wants to turn that multi-week, paper-filled process into one that can happen in just a few minutes from the comfort of your local browser ? even the actual signing of those forms.

Screen shot 2013-02-18 at 5.06.26 PM
To help bring benefit enrollment and management online, Zenefits allows companies that use ADP, Intuit or Zen Payroll to log in with their existing online credentials and use its system to import relevant employee data, email relevant forms and applications to all of their employees and even send them reminders. From that point on, employees can manage their benefits through Zenefits directly, without having to sign in to 17 different systems.

By choosing to sync their payroll system with the Zenefits platform (which, by the way, is optional, not required), companies can automatically import insurance and benefits information so that the system can set up employee deductions in the payroll system when someone enrolls in or changes their plan and monitor for arriving (and departing) employees so that Zenefits can work directly with them to get them enrolled (or dis-enrolled).

In the big picture, Zenefits is out to disrupt alternative to traditional insurance brokers, who generally force their clients to use PDFs and fax machines to manage their health insurance benefits and less-than-stellar administrative services. Not only that, but many startups opt to use HR outsourcing firms like TriNet for benefits administration, but these services tend to charge thousands of dollars per employee (per year), something Zenefits offers for free. So Zenefits wants to present a better alternative to outsourcing firms as well.

Conrad also sees a big market opportunity thanks to some of the new provisions inherent to the recently-passed Obamacare. Traditionally, health insurance brokers make 7 percent of health insurance premiums (in California, for example), which averages out to about $10,500/employee. However, these commissions will likely come down in 2014 due to the minimum loss ration provisions in Obamacare and brokers are saying that they will stop working with smaller companies or, at the very least, begin charging for what used to be a free service, Conrad says.

Screen shot 2013-02-18 at 5.06.40 PM ?Even if commissions come down,? the co-founder continues, ?we think brokers still make too much money, so we want to offer a wide range of supplementary services for free to justify and earn our commission.?

This means that, going forward, Zenefits will look to round offer an increasing number of ancillary services, like transportation benefits and 401(k) management, for free. While there are in fact other pre-tax benefit companies out there, as players like WageWorks sell commuter benefits at $5/employee/month, for example, Zenefits is in the process of adding the same functionality for free, making its money instead on health insurance commissions. Currently, Zenefits offers support for 401(k) management and plans to add transportation and cell phone benefit management in the near future.

At launch, Zenefits? platform includes plans from every major carrier in California (hundreds in total) and is in the process of adding more. It also offers instant quotes once a user signs up, which should be welcome news to those using insurance brokers, which tend to take at least a few business days to get that information from the insurance carrier.

Of course, while this kind of idea has a lot of appeal, Zenefits also happens to be working in a space that?s already occupied by startups like Cake Health and Simplee, which are both trying to make it easy for companies to manage and understand health care expenses (and reduce costs). But, by offering instant quotes, payroll integration and ancillary services for free, the Zenefits co-founders think that they have a leg up on the competition.

U.S. ready to counter China cyberattacks

WASHINGTON (AP) ? As public evidence mounts that the Chinese military is responsible for stealing massive amounts of U.S. government data and corporate trade secrets, the Obama administration is eyeing fines and other trade actions it may take against Beijing or any other country guilty of cyberespionage.

According to officials familiar with the plans, the White House will lay out a new report Wednesday that suggests initial, more-aggressive steps the U.S. would take in response to what top authorities say has been an unrelenting campaign of cyberstealing linked to the Chinese government. The officials spoke on condition of anonymity because they were not authorized to speak publicly about the threatened action.

The White House plans come after a Virginia-based cybersecurity firm released a torrent of details Monday that tied a secret Chinese military unit in Shanghai to years of cyberattacks against U.S. companies. After analyzing breaches that compromised more than 140 companies, Mandiant has concluded that they can be linked to the People's Liberation Army's Unit 61398.

Military experts believe the unit is part of the People's Liberation Army's cyber-command, which is under the direct authority of the General Staff Department, China's version of the Joint Chiefs of Staff. As such, its activities would be likely to be authorized at the highest levels of China's military.

The release of Mandiant's report, complete with details on three of the alleged hackers and photographs of one of the military unit's buildings in Shanghai, makes public what U.S. authorities have said less publicly for years. But it also increases the pressure on the U.S. to take more forceful action against the Chinese for what experts say has been years of systematic espionage.

"If the Chinese government flew planes into our airspace, our planes would escort them away. If it happened two, three or four times, the president would be on the phone and there would be threats of retaliation," said former FBI executive assistant director Shawn Henry. "This is happening thousands of times a day. There needs to be some definition of where the red line is and what the repercussions would be."

Henry, now president of the security firm CrowdStrike, said that rather than tell companies to increase their cybersecurity the government needs to focus more on how to deter the hackers and the nations that are backing them.

James Lewis, a cybersecurity expert at the Center for Strategic and International Studies, said that in the past year the White House has been taking a serious look at responding to China, adding that "this will be the year they will put more pressure on, even while realizing it will be hard for the Chinese to change. There's not an on-off switch."

The Chinese government, meanwhile, has denied involvement in the cyber-attacks tracked by Mandiant. Instead, the Foreign Ministry said that China, too, is a victim of hacking, some of it traced to the U.S. Foreign Ministry spokesman Hong Lei cited a report by an agency under the Ministry of Information Technology and Industry that said in 2012 alone that foreign hackers used viruses and other malicious software to seize control of 1,400 computers in China and 38,000 websites.

"Among the above attacks, those from the U.S. numbered the most," Hong said at a daily media briefing, lodging the most specific allegations the Chinese government has made about foreign hacking.

Cybersecurity experts say U.S. authorities do not conduct similar attacks or steal data from Chinese companies, but acknowledge that intelligence agencies routinely spy on other countries.

China is clearly a target of interest, said Lewis, noting that the U.S. would be interested in Beijing's military policies, such as any plans for action against Taiwan or Japan.

In its report, Mandiant said it traced the hacking back to a neighborhood in the outskirts of Shanghai that includes a white 12-story office building run by the PLA's Unit 61398.

Mandiant said there are only two viable conclusions about the involvement of the Chinese military in the cyberattacks: Either Unit 61398 is responsible for the persistent attacks or they are being done by a secret organization of Chinese speakers with direct access to the Shanghai telecommunications infrastructure who are engaged in a multi-year espionage campaign being run right outside the military unit's gates.

"In a state that rigorously monitors Internet use, it is highly unlikely that the Chinese government is unaware of an attack group that operates from the Pudong New Area of Shanghai," the Mandiant report said, concluding that the only way the group could function is with the "full knowledge and cooperation" of the Beijing government.

The unit "has systematically stolen hundreds of terabytes of data from at least 141 organizations," Mandiant wrote. A terabyte is 1,000 gigabytes. The most popular version of the new iPhone 5, for example, has 16 gigabytes of space, while the more expensive iPads have as much as 64 gigabytes of space. The U.S. Library of Congress' 2006-2010 Twitter archive of about 170 billion tweets totals 133.2 terabytes.

"At some point we do have to call the Chinese out on this," said Michael Chertoff, Homeland Security secretary under President George W. Bush and now chairman of the Chertoff Group, a global security firm. "Simply rolling over and averting our eyes, I don't think is a long-term strategy."

Richard Bejtlich, the chief security officer at Mandiant, said the company decided to make its report public in part to help send a message to both the Chinese and U.S. governments.

"At the government level, I see this as a tool that they can use to have discussions with the Chinese, with allies, with others who are concerned about this problem and have an open dialogue without having to worry about sensitivities around disclosing classified information," Bejtlich said. "This problem is overclassified."

He said the release of an unclassified report that provides detailed evidence will allow authorities to have an open discussion about what to do.

Mandiant's report is filled with high-tech details and juicy nuggets that led to its conclusion, including the code names of some of the hackers, like Ugly Gorilla, Dota and SuperHard, and that Dota appears to be a fan of Harry Potter because references to the book and movie character appear as answers to his computer security questions.

The White House would not comment on the report expected Wednesday.

"We have repeatedly raised our concerns at the highest levels about cybertheft with senior Chinese officials, including in the military, and we will continue to do so," said Caitlin Hayden, spokeswoman for the National Security Council. "The United States and China are among the world's largest cyber actors, and it is vital that we continue a sustained, meaningful dialogue and work together to develop an understanding of acceptable behavior in cyberspace."

Sen. Dianne Feinstein, D-Calif., chairman of the Senate Intelligence Committee, said the report reinforces the need for international agreements that prohibit cybercrimes and have a workable enforcement mechanism.

GPU related problem for Galaxy Grand Duos GT-19082 - New!

by DawnMathewsJohn - 2/17/13 8:26 PM

Recently i bought a Samsung Galaxy Duos. I found from several videos in YouTube that the GPU benchmarking tool Nenamark 2 gives it an average 58.8fps.

But the same Nenamark 2, i installed in my Galaxy and after test i get only an average of 28fps.

Can anybody tell me why this happens?
Samsung cheated me with a low GPU than in Specs or the people in YouTube, or I'm unaware of proper conduct of the test.
